Have Your Say on O License Changes

If you’ve been wondering ‘how will the EU Mobility Package affect O Licenses?’, we have some good news – you can help shape the answer to that question. 

What is the EU Mobility Package?

The EU Mobility Package is a collection of three upcoming initiatives designed to improve the governance of commercial road transport in the European Union (EU). 

While Britain is no longer a member of the EU, any UK-based vehicles which travel to countries within the EU for business purposes must comply with these changes in order to be commercially viable. 

As a result, the UK government has recently announced it will begin implementing elements of the EU Mobility Package starting in February 2022. These will necessitate changes to the UK operator licensing regime (O License). 

What will the new operator licensing requirements be?

The finer details of the requirements are still being considered because, somewhat encouragingly, rather than simply altering policy, the government has invited businesses with a vested interest in O License requirements to have their say on the changes.

However, at this early stage, we do know there will be two sets of changes made.

While February’s changes will cover posting of workers and some HGV operator licensing changes, May’s prospective changes to goods vehicle operator licences will be the most significant for fleet businesses.

This O License update will expand the operator licensing regime to include any vehicles used for hire and reward that weigh between 2.5-3.5 tonnes. 

In other words, all HGVs, plus many light commercial vehicles (LGVs) such as the ones used by delivery companies, will now fall under the goods operator’s licence.

That means if you operate a fleet, it’s definitely in your interests to speak up on how you’d like this change to be implemented.

 

How can you have your say on next year’s O License changes?

The government’s call for evidence on changes to the goods vehicle operator’s licence was issued on 29th June 2021 and you have until 23:59 on 24th August this year to make your voice heard.

Doing so is easy. You can complete an online survey or alternatively download the response form and return it completed by either email (OperatorLicensingChanges@dft.gov.uk) or by post, to:
